As the founder and managing partner at Francois Williams Legal LLC, E. Regine Francois Williams applies diverse legal and life experience to effectively represent individuals and businesses across a range of practice areas that include: estate planning, civil litigation, personal injury law, protective orders, and consumer matters.
With over a decade of legal experience, Regine understands the value of meticulous preparation to anticipate and avoid potential problems, while asserting her clients’ rights to the fullest extent. She truly cares about each client and views her role as effectively representing and counseling her clients about their options and the potential realities they face – so they can make informed choices about their cases. Regine takes pride in helping people better their lives during the most difficult situations and helping them prepare for the future.
She is fluent in French and Haitian Creole and proficient in Spanish. Tennis, sports, reading and community service are some of her favorite pastimes.

James D. Ealley, Esq.
Mr. Ealley has been practicing law for over 20 years in Maryland. His practice focuses primarily on Estate Planning, Bankruptcy, and Estate Administration.
Mr. Ealley provides full estate planning and estate administration services to his clients. Approximately one-half of all Americans will die without a will in place. This creates a significant chance for confusion and contention among the surviving family and friends. A complete, well-defined estate plan helps avoid such conflict by providing clear direction for how the deceased wanted their property and affairs to be handled upon their passing. James offers a variety of Estate Planning solutions to protect your family, including living trusts, wills, health care directives and powers of attorney.
In representing clients in bankruptcy, James understands the financial stress people are experiencing. He understands their concerns to protect their assets, rebuild their financial lives and create a better future for their families. James counsels clients to alleviate their worries and concerns and develop a plan to address their financial problems, whether it is stopping a foreclosure, repossession or garnishment, or erasing credit card, medical or tax debt. Doing so requires a thorough understanding of the Federal Bankruptcy laws. Since beginning his practice in bankruptcy in 2001, James has gained a complete understanding of the complexities of the Bankruptcy Code and its application in consumer bankruptcy matters.
James received his J.D. degree in 2001 from the University of Baltimore School of Law, and a B.A. in Government and Public Policy in 1997 from the University of Baltimore. Since receiving his law degree in 2001, James has worked in boutique legal firms in Baltimore, Maryland, and more recently for firms in Washington, D.C. During his free time, James spends a great deal of time with his two daughters. He lives in Huntingtown, MD.
Edith Ngwaba, Esq.
Edith joined Francois Williams Legal, LLC. in June 2021. Prior to joining the team, she was an Assistant State’s Attorney in Denton, Caroline County, MD. Driven by service to others, she believes in providing competent and diligent legal counsel in all matters that she is involved in. The wealth of her experience comes from volunteering and interning with different State and local entities, and as a Research Assistant before and during law school. Once she obtained her Juris doctorate, Edith worked briefly in the Office of Equity and Compliance at the University of Maryland, Eastern Shore and volunteered with Mid-Shore Pro Bono located in Easton, MD.
She holds a Bachelor of Arts in Sociology from the University of Maryland, College Park and a Juris Doctorate from the University of Baltimore, School of Law. She currently resides on the Eastern Shore and still maintains strong ties to the DC/MD area. When Edith is not working, she is spending time with her family, reading fiction, and catching up with her favorite YouTube channels.
